Who Is Eligible for an EB-4 Green Card?

The EB-4 Green Card is intended for specific categories of immigrants, referred to as “special immigrants.” Those eligible include:

  • Religious Workers: This includes ministers and non-minister religious workers who are members of a religious denomination with a bona fide non-profit religious organization in the U.S. They must have been working in the denomination for at least two years before applying.
  • Special Immigrant Juveniles: These are foreign children who have been court-declared dependent on a juvenile court, cannot be reunified with a parent due to abuse, neglect, or abandonment, and for whom it’s not in their best interest to return to their home country.
  • Certain Broadcasters: The United States Agency for Global Media (USAGM) as well as grantees of the USAGM may petition for certain broadcasters and their accompanying family to receive this visa.
  • Employees of Certain International Organizations: This category includes current or former employees of the U.S. government abroad, officers or employees of certain international organizations, or NATO-6 employees and their families.
  • Armed Forces Members: Certain foreign military members who have served honorably on behalf of the U.S. armed forces.
  • Employees of the U.S. Government Abroad: This applies to foreign workers who have provided faithful service while employed abroad for at least 15 years by the U.S. government or under U.S. government-funded contracts, or who are deemed eligible for an immigrant visa.
  • Panama Canal Zone Employees: This includes certain former employees of the Panama Canal Company or Canal Zone Government.
  • Certain Physicians: These include foreign doctors who have been working in the U.S.—with temporary visas—since before 1978.
  • Noncitizens who Have Provided Useful Information on Illegal Activity: This information supplied must be concerning issues such as criminal enterprises, terrorist organizations, etc.
